ABIA STATE: Tochi Oluebube reinstatement has been ordered by the Abia State Homeland Security Agency, with the agency nullifying her earlier dismissal and directing her immediate return to her former position as Deputy Director of Logistics.
The development marks a major turn in a case that had attracted attention following the disciplinary action taken against the senior security official earlier in 2026.
A letter dated September 24, 2026, issued by the Office of the Governor, Abia State Homeland Security Agency, and signed by Chukwunenye Nwaogu Alajemba, Senior Special Assistant to the Governor on Homeland Security and Acting General Manager, formally communicated the decision.
The document was titled “Nullification of Dismissal, Reinstatement, and Recall to Duty.”
According to the letter, the dismissal of Ms. Ireokwu Tochi Oluebube, dated June 12 and signed on June 15, 2026, has been cancelled with immediate effect.
The agency consequently directed her reinstatement to the position she previously occupied as Deputy Director of Logistics.
Why Was Tochi Oluebube Reinstated?
The reinstatement followed an investigation reportedly conducted under the authority of the Abia State Government and the Governing Board of the Abia State Homeland Security Agency, chaired by Gen. Nnamdi Nnorom.
According to the September 24 letter, the investigation examined allegations and complaints previously raised by Ireokwu concerning the circumstances surrounding her dismissal.
The document stated that the Board found the allegations she made against the management to be “truthful and substantiated.”
Following the Board’s findings, a recommendation was reportedly submitted to Governor Alex Otti, who accepted the recommendation for her reinstatement.
The decision therefore reverses the earlier dismissal and restores Ireokwu to her previous responsibilities within the agency.

Governor Otti Directs Her Return To Former Position
The document further stated that Governor Otti expressed regret over the circumstances surrounding Ireokwu’s dismissal.
The Governor subsequently directed, through Gen. Nnamdi Nnorom and the Senior Special Assistant currently overseeing the agency, that she be returned to her former position.
Her reinstatement is not limited to simply returning to work.
According to the letter, the decision carries her attendant rights, benefits and compensation, with the agency directed to address outstanding financial obligations arising from the period of her separation.
The document specifically stated that all salaries owed to her are to be paid.
It also provided for a compensation package to be determined by the Governing Board and subsequently approved by the Governor.
The Case Took A Dramatic Turn Earlier This Year
The latest development follows a series of events involving Ireokwu and the Abia State Homeland Security Agency earlier in 2026.
In April, the agency announced the suspension of an officer identified as DDL Tochi Oluebube over alleged involvement in the vandalism of government property in Osisioma Local Government Area. At the time, the agency said the suspension was pending the outcome of an investigation.
The matter also became the subject of a police investigation.
In a statement reported in April, the Abia State Police Command said Ireokwu had been arrested over allegations relating to economic sabotage, vandalism, conspiracy and theft of government property. The police alleged that she and others were connected to an attempted removal of government property from a facility in the state.
The police account at the time represented the allegations and investigative position surrounding the case then.
The September 24 reinstatement letter, however, represents a subsequent administrative development in which the agency’s Governing Board, according to the document, reached findings favourable to Ireokwu’s complaints concerning her dismissal.
The two developments are therefore important to distinguish: the earlier police and agency actions related to allegations under investigation, while the latest document concerns the administrative review of her dismissal and the decision to reinstate her.
‘Victimization Of Whistle-Blowers’ Will Not Be Allowed
One of the most significant statements contained in the reinstatement letter concerns the treatment of whistle-blowers within the Abia State Government.
According to the document, Governor Otti expressed regret over what it described as Ireokwu’s wrongful dismissal and assured that “victimization of whistle-blowers will never be found in his government.”
The statement gives the reinstatement a broader administrative dimension beyond the immediate employment dispute.
It signals, according to the wording of the letter, the Governor’s position that individuals who raise concerns or make allegations within government should not be punished simply for doing so.
However, the September 24 document is the agency’s stated account of the outcome of the review. It does not, by itself, provide the complete investigative report or all the evidence considered by the Governing Board.

What The Reinstatement Means For Ireokwu
With the dismissal nullified, Ireokwu is expected to return to the position of Deputy Director of Logistics, the same office she occupied before the dismissal.
The decision also provides for the restoration of associated employment rights and benefits.
Beyond her return to duty, the agency has been directed to settle salaries owed to her, while a separate compensation package is expected to be determined by the Board and approved by the Governor.
The development effectively brings a new administrative outcome to a case that had previously resulted in suspension, investigation and dismissal.
A Significant Development For Abia Homeland Security
The reinstatement also comes at a time when the Abia State Homeland Security Agency continues to play a prominent role in the state’s security architecture.
The agency has publicly emphasized enforcement, protection of government property and cooperation with other security agencies in dealing with crime and public safety concerns across Abia. Earlier in the year, it was involved in operations relating to alleged vandalism of government infrastructure.
Against that backdrop, the decision to reverse the dismissal of a senior logistics official following a Governing Board review is likely to attract further attention within the state’s security and public-service circles.
For Ireokwu, however, the immediate consequence is clear: her dismissal has been nullified, her former position has been restored, and the agency has been directed to address her outstanding salaries and approved compensation.
The September 24 letter now stands as the latest documented development in the case.
Avid Reporters will continue to monitor developments surrounding the reinstatement and any further official clarification from the Abia State Homeland Security Agency or other authorities involved in the matter.
